BLI: Optimize quaternion rotation routine

Let me know if there’s anything I can contribute to move this PR forward. I’ve been checking in regularly, as this is still on my to-do list and would like to see this resolved.

Thanks @mod_moder , could you please guide me to the actual implementation of vector rotation using quaternions in the C++ version? I only see vector multiplication in your mentioned file.
