The Grease Pencil Stroke Menu in Edit mode is cluttered with operators that act over stroke, points or the entire object.
To keep the consistency of the edit menu with other Blender Objects, we should separate the menu in: Grease Pencil - Stroke - Point.
Also we should add some missing operators and other menus like Show/hide or Weights among others

Merge points when the distance is less than a predefined value.
The method to interpolate the position created a wrong merge. Now, always the secondary point is merged with the first one (merge at first), except the last point.
- Move connected & projected into individual toggles.
- Top-level proportional editing button now only toggles.
- Use popover for proportional edit-mode falloff and options.
Note that it's no longer possible to toggle connected via key bindings,
although this could be supported again if it's needed.

By design the annotation parameters must not be animatable.
Annotations are designed to take notes, not to create animations, so any animatable parameters have been flagged as non-animatable.
Note: As some properties are shared with grease pencil, I had to duplicate one property (adviced by @mont29) to keep grease pencil animatable but annotations don't.
Using GP_BRUSH_MATERIAL_PINNED to switch between active material and brush material, instead of updating all brushes on active material changes. This will allow brushes to have no material and therefore to not inflate the user count.

staticmethod shouldn't be used unless it's necessary,
in that case a comment should be included especially when
subclassing non-staticmethods from RNA.
In keeping with convention to match code & UI naming.
- No user visible changes.
- Include 'menu' in the name since context is an overloaded term.
- While a few of these are panels, from a user perspective they are
still context menus.
This is a fixup for my own: 92d185faeb.
I'm also fixing the poll of the EEVEE_MATERIAL_PT_context_material
which would fail when we had no context.material available.
The UI was trying to use screen_context.c for its poll and draw
functions. So the active object and active object data and active layer
was used in the UI, instead of the context one.
Besides, for the material, the wrong context path was used altogether
when the active object was a greasepencil.
This would lead to all sort of pinning problems:
* A Mesh panel is pinned, but the active object is a grease pencil, the
grease pencil panels would show.
* If a Grease Pencil (data) panel is pinned, but the active object is not
the one pinned, nothing would show.
* Material panels and pinning were totally broken, showing the material
context for pinned mesh data panels even.
I also sanitized the name of the panels, their inheritance and poll
functions.

New edit mode operator and post-processing brush option.
Trim works on a single GP stroke. It removes trailing points before and after the first intersection (or loop) nearest to the start of the stroke.
This commit groups a set of new tools that were tested in grease pencil object branch before moving to master. We decide to do all the development in a separated branch because it could break master during days or weeks before the new tools were ready to deploy.
The commit includes:
- New Cutter tool to trim strokes and help cleaning up drawings.
- New set of constraints and guides to draw different types of shapes. All the credits for this development goes to Charlie Jolly (@charlie), thanks for your help!
- Segment selection mode to select strokes between intersections.
- New operator to change strokes cap mode.
- New option to display only keyframed frames. This option is very important when fill strokes with color.
- Multiple small fixes and tweaks.

Also cleaned up a little the 'sort by name', even though (since we only
have two options by default, sort by index and by name) we can abuse it
as a binary option for now, this is not a bitflag...
- Fixes missing check for unified brush in sculpt mode.
- Re-orders material first in gpencil paint mode
(matching color-first for other paint modes).
- Avoid minor differences (missing tablet pressure options from topbar).
- Don't repeat properties already displayed in the topbar
when opening the brush popover.
This operator allows to create a new stroke joining several selected points of different strokes.
The new stroke will use the current material.
To use, first select the points to be merged. Optionally can remove the old points and strokes.
The operator is available in Edit mode in the Specials menu and Stroke menu.
This commit adds support for new curve tool and adds more functionalities to the existing primitives, including new handles, editing, stroke thickness curve, noise, preview of the real stroke, etc.

Press CKEY for toggling closed/open arc.
Press FKEY key for flipping arc.
Additional changes to gpencil primitives.
Increases default edges of circle to 64.

Allow Plus/Minus key to adjust number of edges.

The old onion skinning used in 2.7x has been ported and converted to 2.8. Only basic features have been included. For more advanced onion skin features, use grease pencil objects.
Onion Skin is supported in View 3D and Sequencer.
Now it's possible define the blend mode between layers including the option to clamp the layer using underlying layers.
Also a new Simplify option has been added to disable blend layers.
