Previously when on frame 2.5 and trying to jump to a
keyframe that was on frame 2, it would instead jump past it.
Now it properly respects the subframes for that.

Previously when using the "Jump To Keyframe" operator
in conjunction with subframes, the decimal part would be kept.
Meaning that it wouldn't jump exactly to the frame.
This fix also makes it so it is possible to jump to keyframes
that are on subframes.

Removes the following macros for scene/render frame values:
- `CFRA`
- `SUBFRA`
- `SFRA`
- `EFRA`
These macros don't add much, other than saving a few characters when typing.
It's not immediately clear what they refer to, they just hide what they
actually access. Just be explicit and clear about that.
Plus these macros gave read and write access to the variables, so eyesores like
this would be done (eyesore because it looks like assigning to a constant):

The poll function with same semantic was defined in both screen and
mask space modules. The only reason for this seems to be that the
image editor needed a mask poll function which was private to the
mask module.
Make the mask editing poll functions public, avoiding code duplication.
Also, added a brief explanation about what the poll functions are
checking for.
No user-level changes are expected to happen.
This patch adds the drag and drop strip previews in the VSE.
It also adds two new functions to the drag and drop API.
1. "draw_in_view" for callbacks that wants to draw elements in local viewport coordinates
2. "on_drag_start" that can be used for prefetching data only once at the start of the drag.

Add new `BKE_id_is_editable` helper in `BKE_lib_id.h`, that supercedes
previous check (simple `ID_IS_LINKED()` macro) for many editing cases.
This allows to also take into account 'system override' (aka
non-editable override) case.

Since 9b298cf3db we generate a `RNA_prototypes.h` for RNA property

Use a flag for events to avoid adding struct members every time a new
kind of tag is needed - so events remain small.
This also simplifies copying settings as flags can be copied at once
with a mask.
Allow SCREEN_OT_area_swap to operate between different Blender

This commit renames enums related the "Curve" object type and ID type
to add `_LEGACY` to the end. The idea is to make our aspirations clearer
in the code and to avoid ambiguities between `CURVE` and `CURVES`.

Use the ID.recalc flag to detect when updates after frame-change is
needed. Since comparing the last calculated frame doesn't take undo into
account (see code-comment for details).
`ID_RECALC_AUDIO_SEEK` has been renamed to `ID_RECALC_FRAME_CHANGE`
since this is not only related to audio however internally this flag is
still categorized in `NodeType::AUDIO`.

Unfortunately the drop logic for file-path based drag & drop checks the
used icon for its logic. This is very bad and should be changed. But
doing this involves some changes that are better not done during bcon4,
so for now stick to it and update the icon check.

We already show a message when showing an asset library whose path can't be
found on disk. The red text was making it look like some fatal error happened.
And the message could be a bit more useful generally.
So this removes the red color of the text, (arguably) improves the text and
adds a button as shortcut to open the Preferences with the asset library
settings.

Renames the operator from "Show Preferences" to "Open Preferences...". "Open"
is more clear than "Show" (since they could be shown in-place). "..." is
usually used in Blender to indicate that a new Window or popup will be opened.
Note that vanilla Blender doesn't actually show this name anywhere, so this
change shouldn't be visible. That may change, see D12894.
When dragging an object in non-object mode into a 3D View, there will now be
red text explaining that this is only possible in object mode.
The previous commit enabled this.
This change simplifies the parameter list for these functions
and reduces the chance of typos mixing up array indices.

Use arrays for wmEvent coordinates, this quiets warnings with GCC11.
- `x, y` -> `xy`.
- `prevx, prevy` -> `prev_xy`.
- `prevclickx, prevclicky` -> `prev_click_xy`.

this can be done separately.

When adding items to the keylist it will store it in a linked list. This linked list is
accompanied with the length (key_len) and a `last_accessed_column`. last_accessed_column is a cursor
that improve the performance when adding new items as they are mostly ordered by frame numbers.
last_accessed_column is reset when a new fcurve/mask/... is added to the keylist.
Before searching or array access. the listbase needs to be converted to an array.
`ED_keylist_prepare_for_direct_access`. After that the caller can use
`ED_keylist_find_*` or `ED_keylist_array*` functions.
The internal array can also be accessed via the `ED_keylist_listbase` function.
The items inside the array link to the previous/next item in the list.

Change Area Move snapping locations to even 12ths, rather than current
eights and thirds, so snap distances are consistent sizes. Also adds
