This replaces header include guards with `#pragma once`.
A couple of include guards are not removed yet (e.g. `__RNA_TYPES_H__`),
because they are used in other places.
This patch has been generated by P1561 followed by `make format`.

BF-admins agree to remove header information that isn't useful,
to reduce noise.

Developers should add non license comments as separate comment blocks.
No need for separator text.

especially when splitting files.
It's more useful to git-blame to find out who has developed the code.

Fixed for #include <Python.h> not properly put in the extern "C" { ... } construct.
Also removed redundant inclusion of the header file in the Freestyle Python API code.
none of the SVertices are within the image boundary but an FEdge intersects with
the image boundary.
The problem was reported by edna through the BA Freestyle thread, with a .blend
file for reproducing the bug. Thanks!
