Previous state:
Right now, there are "memories" of the "old" (less than a month!) translation way:
* A few remaining calls to BLF_gettext() (only UI_translate_do_iface and UI_translate_do_tooltip should be used).
* The _() macro still also calls BLF_gettext()!
New state:
Here are the changes made by the patch:
* Removing the no more needed _() macro.
* Removing most N_() and _() calls, only keeping the few needed ones (i.e. strings that are in no other way findable by xgettext and/or update_msg script).
* Defining in UI_interface.h IFACE_() and TIP_() macros (resp. for UI_translate_do_iface and UI_translate_do_tooltip).
* Replacing all calls to BLF_gettext by relevant IFACE_ or TIP_ one.
* Replacing all calls to UI_translate_do_iface by IFACE_.
* Replacing all calls to UI_translate_do_tooltip by TIP_.
All this somewhat clarifies and simplifies the code.
On the bf-translations scripts side, this only implies adding IFACE_ and TIP_ as detection markers for xgettext.
It also allows to reduce POTFILES.in quite notably (only 20 files remaining in it).

Closed regions didn't always draw the (+) icon right place, confusing
for users.
Next to that, I think this icon is using a bad metaphor or visual language,
Illustrated best if you close a header in outliner or buttons. Icons are
UI widgets, for screen/editor layouts different controls can be stylized.
My preference is something that aligns visually to the seperators between
regions; for testing and hacking pleasure I've added two quick versions,
a small tabbish thing and a triangle. Enable these with debug menu,
ALT+CTRL+D, values 1 or 2.
This is simply drawn with opengl now. An image for it can be made as well.

There's other design ideas to explore as well, like making region deviders
8-10 pixels wide, with a 'drag me' dot on it or so. That takes some screen
estate though, and will require to add big editor-dividers too...
Fun stuff for the mockup-mafia to check on, we have time :)
flag on ED_area_initialize(). This however was causing 2 problems;
- the view state got reset (popping window view back)
- the view2d operator polls failed (sliders didnt work)
This re-init was only needed for the headers though, limiting it
to these types of regions solves it.
- fix: user pref, window title was reset to 'Blender' on tab usage
- Undo history menu back:
- name "Undo History"
- hotkey alt+ctrl+z (alt+apple+z for mac)
- works like 2.4x, only for global undo, editmode and particle edit.
- Menu scroll
- for small windows or screens, popup menus now allow to display
all items, using internal scrolling
- works with a timer, scrolling 10 items per second when mouse
is over the top or bottom arrow
- if menu is too big to display, it now draws to top or bottom,
based on largest available space.
- also works for hotkey driven pop up menus.
- User pref "DPI" follows widget/layout size
- widgets & headers now become bigger and smaller, to match
'dpi' font sizes. Works well to match UI to monitor size.
- note that icons can get fuzzy, we need better mipmaps for it
When rendering, during processing scene data, drawing in 3d window
is now locked. Can get extended to more areas in UI easily.
At least this solves all crashes with conflicting memory access in
render && 3d drawing. Deleting objects via operators or delete
modifiers isn't locked yet.
Also fixed: crash on quitting a renderwindow when it was rendering.
Using Marker menu (dopesheet) didn't work, the operators themselves
were checking Y coordinate of event.
Handlers also support boundbox checks. For this case it needed a bit
special handling. But works :)
- Bugfix #25937
Child-of constraint now behaves like regular parent-child
relationship when all options are set. This prevents the
errors that can happen when decomposing non-uniform matrices.
- Todo item
The area corner hotspots for splitting/merging were far too
narrow. Now it uses a circular distance to detect whether
the hotspot is active. Also cleaned up drawing code for it.
- Toobar views were reset on hide/unhide. Now they keep the view
and zoom level.
- Added operator to delete all unused 'space data', this to make
clean startup.blend files, remove unused editors, and to be
able to test starting defaults for editors.
No hotkey, use search for "Clean-up space-data"
- File Window: when opened with operator (save, load, etc), you
couldn't start a new one, causing memleaks. Now it nicely
refreshes file window for new operator.
Also means you can make CTRL+F3 screenies of filewindow now.
- CTRL+F3 screenshot had memleak on cancel.
Also use const char in many other parts of blenders code.
Currently this gives warnings for setting operator id, label and description since these are an exception and allocated beforehand.
Ton will work on moving the File menu out of the Info space before release.
notes.
- reply Operator isn't working anymore.
- UI for reports is commented out so its not mixed with the file menu.
also added api function ED_area_tag_redraw_regiontype(), so an area can redraw all regions by type.
In this case there is a view3d area listener that needs to draw all WINDOW regions.
Submitted by Shane Ambler.
The original patches made an enum for action zone edges, changed positioning for minimised icons and repositioned minimised icon for operator properties panel.
I kept the enum idea, but further improved on the naming. Some switches used in place of if/else blocks and added some comments. See patch tracker for more comments.

From patch description:
"
Handler is now released on every exit from File Selector. For example pressing ctrl-up and then changing editor type
to another also releases the handler.
When an area is changed from SPACE_FILE, ED_fileselect_exit is called for clean up. It takes function of freeing folder
list and files (before it was done in cancel or exec functions) because they must be released on every exit anyway.
op!=null means cancel or exec was not executed so a handler was not released. ED_fileselect_exit then releases the handler
without changing screens.
