Jeroen Bakker 8ded95c175 Vulkan: Clearing Storage Buffers 
This PR adds support for `GPU_storagebuf_clear` and
`GPU_storagebuf_clear_zero` to the Vulkan backend. It also adds test
cases for all backends.
