Summary: Conpherence frame rendering is spread out a bit across ConpherenceController, ConpherenceListController, and previously ConpherenceNewController. I want to let the Thread and Widget controllers render the frame for mobile. Ref T2421. Test Plan: Viewed conpherences, switched between conpherences.
