Summary: Array-like fields in HerladCommitAdapter should always return things of type array. If they return array(...) or null, then array_*() functions sporadically break. Test Plan: Ran a PhabricatorRepositoryCommitHeraldWorker for a troublesome commit. Failed before; fails no more.
