Summary: This resolves lots of double escaping. We changed most of `phutil_render_tag(, , $s)` to `phutil_tag(, , $s)` which means that `$s` is now auto-escaped. Also `pht()` auto escapes if it gets `PhutilSafeHTML`. Test Plan: None.
