Short description of error
Enabling the SVG Exporter Add-on generates an error. When the button is pressed to enable the add-on the error message (see attached image) is generated. The same error occurs when trying to enable the add-on in version 4.0.

Exact steps for others to reproduce the error
Start Blender. Navigate to Edit/Preferences. Click the Add-ons tab. Find the "Render: Freestyle SVG Exporter" add-on. Click in the box to enable the add-on...(error)

Quick check if you were able to solve it by now?

Seems related to #105356 and #105049 where bpy.app.handlers import persistent throws an error in shibokensupport/feature.py.
From my current understanding it's usually some third party addon that makes problems when combined with other addons, something related to the use of PySide in some of the addons. So check those 3rd party ones first and ideally provide a list with the problematic addons.
