OS: Windows 10 Pro Insider Preview (Build 10122) 64 Bit OS
Processor: AMD Athlon X4 620 2.60Ghz
4GB RAM
Graphics Card: AMD Radeon HD 5700 Series
Blender: 2.74
1 500 GB Hard-drive

Broken: Interface is displaced and buttons only work sporadically.
Worked: No solution found
Blender 2.74 under Windows 10 Pro Insider Preview build 10122 has displaced interface where the top toolbar is missing and the various icons either do not work or their actual trigger is offset from the icon itself.

Download Windows 10 Pro Insider Preview Build 10122 64 bit under a system similar to mine (described above) and your interface should displace.
