Short description of error
After last Win 10 build update (10122) appears some offset on the top of UI and on left side (less). So cursor get same offset. On the screenshot lighted up "File" menu, but cursor is on black field right on the top. . Same offset in viewport and all others menues.
Exact steps for others to reproduce the error

Thanks for the report, but this is most likely a windows bug - Blender did not changed here, only windows! In any case, we cannot accept bug reports about issues with beta software, blender is currently only supported officially for up to windows 8.1, we'll investigate issues with next one when it is final.

You really should not be using windows ten for production work it's very experimental and not yet stable I only have it on a virtual machine

I have the exactly same problem, after windows10 build 10122.
A workaroundis to work in fullscreen mode. Just hit Alt+F11, and the displacement corrects
I tried stable and alpha blender releases, I downgraded my nvidia driver, I used different resolutions - in both single and double monitor setup. No solution. Only fullscreen.
That's because the issue is in windows ten itself or windows has changed something in its API and we will not fix that intolerant an official release but you could go to Microsoft and report the issue and see what they have to say
Oh, I totally agree. I was working with 2.74 and then after windows updated the issue appeared. I just wanted to say that by entering full screen mode, the problem dissapears. For me its much better to work in fullscreen and doing Alt+Tab for other tasks than trying to "get used" to work with mouse offset. After all I always work with blender window maximized, so full screen is the same for me.
About microsoft, this is the first bug I encounter in windows 10. Since its a prerelease and the problem appeared in the latest build, I don't think somebody will try to fix it.
But also I do not expect a solution from the Blender community. I prefer them to work in other fields than trying to troubleshoot windows prerelease issues. No one forced me to install it. Since its a windows prerelease, the problem might get fixed in subsequent releases. So, I do not believe it is wise to spend time there.
Now, if someone finds a solution anyway...

Windows 10 just upgraded to 10130 and the offset problem is corrected!
