Short description of error
import into 3dmax2016 FBX - size norm, uniform scale - 10 000.
Exact steps for others to reproduce the error
Add cube - export FBX, Import into 3dmax, select and uniform scale Cube (10 000) -
Measure Cube - norm = 200 cm.

I exported the default cube and imported it into this online viewer:

In fact the scale indicated there was 100 times for each axis.
@mont29, is that expected?
@mano-wii please check for duplicates in 'parent' FBX task #68575 (FBX Known issues & TODO's) first, this format is full of you-know-what, and we get the same issues reported over and over...
