This PR removes most of the information from the toolbar.blend internal README.txt in favor of a link to the developer documentation. A follow up to blender/blender-developer-docs#50

About Geometry Icons

All toolbar icons are generated from this file. Each named object with a mesh in the Export collection
is written to a separate .dat file as vertex data containing 8-bit RGBA and position
