System Information:
Operating system: NA
Graphics card: NA
Blender Version:
Broken: Blender 2.83 a68bd94d110a
Worked: Unsure
Short description of error:
Using the keyboard shortcut "Control-G" or drop down menu "Object>Collection>Create a new collection" in the 3D viewport creates a new collection but does not add it to the current scene (if you look at the outliner).
I am asking if this is a bug or whether or not this feature is working as intended as part of my efforts in completing #75511.
I personally believe the newly created collection should be added to the current scene.

Yes, this is a bit weak atm.
This has been reported before though (and needs a proper design first), see blender/blender#53662 (Usability issues with old group operators).
Feel free to drop a note there that this is part of your efforts to complete #75511.
Will merge these reports, thx reporting!
