Short description of error
Entire editor flashes when trying to draw with Grease Pencil in the 2D Animation view.
Exact steps for others to reproduce the error
Based on the default startup or an attached .blend file (as simple as possible).
Step 1. Load up Blender 3.2.2 with MacOS using Apple M1 Max
Step 2. Select any tool from the 2D Animation layout and move the mouse cursor around. The entire editor flashes and becomes unusable.

I cannot reproduce this with either the latest stable or current development versions of Blender .

The hardware actually seems to be the same as the one I used to test, the difference is in the OS version used (12.1 vs 12.2)
Version 12.1 has been around for quite a while, try upgrade the macOS to the latest version.
Hey, I just upgraded to the latest macOS and am still getting the issue. It seems to happen as I move the mouse cursor on any layout. Recorded a video of it glitching.

The problem description is misleading. It said "The entire editor flashes and becomes unusable", but only the timeline editor flashes, and it doesn't actually become unusable.
This is a known issue and has been reported before.
So I will merge the reports
