The new collection is not automatically linked to the scene.
It is there though (use the Outliners Blender File view):
{F13467668 size=full}

You can link it to the scene via the context menu Link To Scene (it will then also show in the Outliners Scenes and View Layers view).
I think there have been discussions about this already, but iirc, this has not been considered a bug, but more of a design discussion (if those new collections should automatically be linked to the scene).

Sorry, I saw this in the documentation
"Creates a new collection and adds the selected object to it"
I didn't think that the newly created collection would not be associated with the scene, so I came up with this
Because I haven't learned what the Collection does for production when it's not in the scene
I've tried making a query but I can't find it

So the previous reports/discussions are:

  • #65560 (Adding collections through the object panel does not add the object to the outliner)
  • #58193 (Blender 2.8 - Adding new collection from the Objects Menu, does not add the collection to the scene)
