Short description of error
Keymap presets doesn't work properly.
Exact steps for others to reproduce the error
Look at video https://youtu.be/x_MGq2j6OOs for the exact steps I do with the default startup file with default settings.
And in the end - Custom keymap presets are useless in this state.
Additional for video: Third bug is - import presets work the same with bugs.

Bug no.1 is not a bug - keymap settings are applicable to builtin keymap by design.
Bug no2. I can reproduce, but it is reported already, so will merge this report.

I think keymap settings must be showing always for accepted them from any keymap presets without switching to blender presets for changing keymap settings. The reason is usability and avoiding confusing - "where is this settings in keymap?".
It's not that I disagree, but keymap settings are not designed to work that way, so it's not possible to do currently, and so we don't consider that to be a bug. See following links:

I mean, keymap settings can be displayed always, no matter which presets is chosen. It's no problem to change 2-3 options if they don't save in custom presets.
I think the problem will be easily fixed If to make the little change in order of placement keymap settings:
