Short description of error
The behaviour of the circle selection tool in Graph Mode is changed. Now it's unusable for curve point selection. Instead of selecting curve point(s) in the radius of the circle, it selects all the keyframes of the selected curve.

Expected behaviour (2.93.5):

Exact steps for others to reproduce the error

Open the attached .blend file
Press {key C} to circle selection
select a point and, with the button pressed, move to a region of the curve with no points.
