Similar to my Object Parenting UX proposal, but much smaller.
The UX of parenting bones is in not nearly as confusing as Objects, but things could still be improved in terms of workflow efficiency by simply using a Pie menu, and there are a couple of deprecated features that do add a bit of confusion, and it may be time to remove them.

Pie Menu to replace Ctrl/Alt+P

Another pie menu suggestion. Thankfully though, maintaining the options that current Blender provides is a lot simpler than parenting objects. That said, perhaps more things could be added? The only thing I'm proposing for now, is a "Set Object Parent" button, available when there are other selected objects, so they can be parented to the active bone. (This is the same as today's Ctrl+P (Set Parent)->Bone Relative)

  • Combine behaviours of Ctrl/Alt+P shortcuts.
  • Allow parenting to be done in Pose Mode.
  • Icons that hopefully make sense and improve readability?
  • Options are grayed out when they wouldn't do anything, and their tooltip explains why they're grayed out.

Remove use_inherit_scale

Mentioned by @angavrilov in chat: This bone property has been deprecated and replaced with the inherit_scale enum for ages.

Deprecate non-"Relative Parenting" on bones

Since this relates to objects being parented to bones, see the paragraph with the same header in the Object Parenting UX proposal.

IMO some of there actions really don't feel like they belong together in the same menu. This is more of a personalized collection of operators that should be configured per user, and not shipped as-is for every Blender user.

Also names like "* to All Selected" not sure what these do at all, or why they're mixed together with parenting options.

These changes seem a lot better to me! :)

I may have been in a bit of an over-ambitious mood when I made the initial proposal, but I think you're totally right. I simplified things a lot to make the pie menu a lot more coherent and focused. See the new state of the post. Thanks for setting me straight.
