Zooming with a NDOF device on "free mode" is difficult to control and unpredictable

Exact steps for others to reproduce the error

Open up a new scene and enable NDOF "free" navigate mode in user preferences.

In 3.X and older versions of Blender, zooming with an NDOF device had a similar behaviour to the Navigation>>Zoom>>ZoomMethod=Continue
The speed of zooming with an NDOF mouse did not change while zooming.
In 4.X, the zoom speed seems more similar to the Navigation>>Zoom>>ZoomMethod=Dolly setting and the zoom speed will reduce the longer it zooms in. This doesn't seem right as in "free" mode the viewport behaves like a flying camera.

Thank you for submitting your bug report. It does indeed sound like a regression from the behavior described.

Unfortunately, I do not have an NDOF device to check.

@ideasman42, could you please check the NDOF zoom behavior with your device when you have a moment? There seems to be a change in behavior between Blender 3.X and 4.0.1 that might be a regression.

I've got exactly the same problem, at first i thought it was about NSOF settings, but it turns out I'm not alone having this issue.
Feels like zoom getting stuck at one point.

Note:
Seems like when Orbit around selection is off zooming problem disappeared, while it worked with 3.x versions without any problems
