Short description of error
When adding a mesh or hair into a fully empty scene, the background gets visibly darker.
Exact steps for others to reproduce the error
The problem seems to go away once I give the plane a material and untick "Transparent Shadows". Lighting also does not work at all until I do this.

I can still reproduce on a later build, but it seems I am missing a reproduction step: you must have entered EEVEE (legacy) render preview first, and then switched to EEVEE Next render preview. Updated the steps in the original report.
I can confirm.
I think it may have something to do with shader compilation. If I open up a scene and switch to the EEVEE-Next, then there is no issues. I can switch between Legacy/Next without any problem. BUT... If I switch to the Legacy version and then to EEVEE-Next (with subsequent shader recompilation), then there are issues with the transparent shadows, materials, background, etc.
I found a workaround (at least it works for me): Save you scene in Cycles mode. Close Blender. Open it again. Load the scene and switch to the EEVEE-Next. Enable 'Render preview' mode and wait for shader to recompile. Then you can switch between any render engines without any problems.
