Blender 3.6+ breaks cycles rendering on Debian with an AMD GPU #116802

Operating system: Debian 12
Graphics card: RX 6700 XT

Blender Version
Broken: 3.6.0 and onward
Worked: 3.5.1

Short description of error
Trying to use Cycles on Debian with an AMD GPU doesn't work and gives an error message saying Failed to load HIP kernel from '/home/philipp/software/blender-3.6.0-linux-x64/3.6/scripts/addons/cycles/lib/kernel_gfx1031.fatbin' (Shared object initialization failed).

Exact steps for others to reproduce the error

  1. Download blender from the official download page.
  2. Unzip the downloaded Blender archive.
  3. Install HIP by running sudo apt install hipcc.
  4. Run the downloaded Blender executable.
  5. Go to Blender's Preferences>System>Cycles Render Device, switch to HIP and select the GPU.
  6. In Render Render Properties>Scene change the Render Engine to Cycles and Device to GPU Compute.
  7. Switch Viewport Shading to Rendered.

Here is an output from running Blender from the terminal:

Hi, thanks for the report. I guess those we disabled in early 3.6 release #104786
Can you check in recent builds (3.6.x, 4.x): https://builder.blender.org/download/daily/
Also share system info file: Help > Save System info

Hello, thank you for the response.

In the 4.1.0 and 3.6.7 daily builds (dated 05 Jan 03:02) the issue persists and gives the same error message.
I've attached system-info outputs from both 3.4.1 and 3.5.0 as there is a difference.

The rocminfo version is 5.2.3-2 according to apt.
