Snapping problem with magnet - strange ray and quirky behavior

Exact steps for others to reproduce the error
Trying snap 2 objects by verts, edge, face.
The file is attached.
I'm not sure how this happen.

Can't reproduce this behavior here. Check if this happens with alpha build from https://builder.blender.org/download/daily/ And check if this happens with factory settings.
Looking at the video it is weird, that with rotate tool you can translate the object.

I can reproduce the snapping behavior.
What seems like a definite bug is that object-mode snapping uses unrotated geometry. Applying or resetting rotation fixes it. It's been broken since way earlier than 3.6.4 though, I was able to repro in 2.79 and 2.80. Possibly known already?

The "strange ray" is how "align rotation to target" is visualized. In the attached file the tickbox was not enabled, so either it was only enabled during the recording, or there's another unrelated issue somewhere.

Strange.. coz now have big project with animation and each object have this ray, each object "jumping" and this is problem to do anything more than move all to new .blend file. But when copy then again problem is applied to objects in new file.
Soo.. how to turn back with correct object management?

I'm using shortcuts to the functions, sometimes when operating object, eg. move is on or rotation status of GUI is not updated.
