Add custom property to object
Animate property value over time
Rename property
See that property in action has not been renamed and relinked.

I don't think it was ever implemented. The thing here is that nobody tracks who uses the custom properties, so re-mapping them would mean iterating all the objects, all drivers etc.
Unless @JoshuaLeung considers it's a bug will move this to TODO. That's how blender always worked, improvements are possible for sure but handled outside of the bug tracker.
@Sergey Oh, that's too bad. I have a lot of animations with custom properties that need to be renamed. I am going to have to file another bug report on a related topic. I'm no expert python scripter but it seems that renaming paths custom properties does not work. I really need to figure this one out.
