Connected proportional editing differ between UV and 3D View #54843

Short description of error
Connected proportional editing does not behave the same way in the UV/Image Editor and in the 3D View. The UV/Image Editor sees the mesh as disconnected only if they are different islands. In the 3D Viewport, a part is disconnected only if it is away from the part you are editing (see the video below). I think the right behavior is the 3D Viewport's one. Is it really a bug or is it meant to be like that ?
