System Information
CentOS, Nvidia GTX 1070

Blender Version
Broken: 2.79b, latest master d53093953f

Short description of error
When you simultaneously scale back to 1 or transform back to 1 (all axis) multiple objects via numeric input in the object panel holding Alt, you'll get a wrong result except for the last selected object.

Exact steps for others to reproduce the error
Open up the blend file
Select all the cubes
Go to Properties -> Object -> Transform
Hold Alt and drag-select all three axis
Input 1
Hit enter

May be the following is also related: you can't change all three values in the Dimensions section of N-panel at the same time.

Confirmed (the scale / location case), will have a look later...

reg. setting Dimensions: this is a know limitation, see #38587
