Freezes/lags drop FPS when select a Camera object #61339

Short description of error
After selection a Camera object appears Drop FPS and Freezes when use Zoom (wheel Up/Down), Frame Select (Numpad .) Frame Home and Center Cursor and View All (Shift+C) in the Viewport.
While there are no Freezes/lags when selecting other objects. When selection a Camera objects fps does not rise above 20 frames. When selection others objects fps stable up to 60 frames.
What is more weird when I launch a screen recording program, all the freezes/lags and drop FPS disappeared instantly in Blender
I did launch various recording programs and always after launch of these programs Drop FPS and Freezes disappeared in Blender
So I can't recording this bug.
Guys check it please. Of course this is not a great problem, but not nice.
Blender 2.79 has no such problems.

Up: Drop FPS and Freezes disappear completely into the blender when the video card is under load, for example, when I have youtube video playing in background the internet browser, this is 100% tested, I am sure of it
This is very weird, now I understand why Drop FPS and Freezes disappear into the blender when I start the screen capture program

But why does this happen only with a camera object?

Exact steps for others to reproduce the error
Just launch Blender and select the Camera and use navigation in viewport.

Disabling powersave in the nvidia panel does not affect, as I explained above, Drop FPS and Freezes disappear only after starting the screen recording software, or playing video in the background in the browser, only when the video card is loaded
And as I explained above, this only happens with the camera object.
And disabling powersave in the Windows power management settings does not affect at the problem

Do you have the latest nvidia drivers?

It's odd that changing the power management doesn't help as this seem to be a issue where your card is clocking down because it thinks you not using it for anything.

I have latest nvidia driver

In the blender 2.79 there are no such problems, in other programs too

On clean Windows 10, the same problems, all the drivers are the latest

I checked this problem on intel hd graphics 4600 in Blender 2.8. On Intel HD Graphics 4600 does not have these problems, but with intel hd graphics 4600 I had others artifacts.

You can run blender with --debug-value 23 and see if any value changes drastically when you have selected the camera object.

I do not get this issue. It seems to be that certain nvidia setups have problems like these.

How can you see I have low framerate when I select the camera object
for zooming I used "shift+c" "numpad ." key combinations
This issue is not related to my hardware, I have the latest video driver installed, I have the latest stable version of video bios
All other applications are working properly (Maya, 3ds max, marmoset, substance, blender 2.79 and other 3d software)
In blender 2.79 I have no such problems.
My computer configuration fully meets the requirements of blender 2.8
I have this issue on Windows 7/10

In Windows 7 helps to solve the issue of enabling adaptive vsync and disable thearded optimization in nvidia control panel for profile blender 2.8

I described this bug in some detail and recorded a video.
