Short description of error
UI and other graphics on macOS version are broken, the drop down menus are transparent, half the Splash Screen is and there are several lines in the UI that weren't here before on earlier versions.
Exact steps for others to reproduce the error
Just launch the application, nothing more is needed. Clicking in the Preferences dialog makes lines appear and disappear...

Tried the same buildbot version on another machine under Ubuntu 18.04.2 LTS and there the UI artifacts don't appear, just the macOS version (10.14.5)

What do you get when you put
into python console?
Then I get this:
'/Applications/blender.app/Contents/MacOS/blender'
On Blender 2.80 (sub 72) things were fine, didn't download sub 73, so can't tell when the UI artifacts got introduced. Nothing else changed on the machine except for a newer daily build of Blender.

I've the same problem. I rolled back and found that the glitch appears with
77f5210f22
. Note that macOS builds were broken at that point, but work when adding the updated BLI_assert.h.(macOS 10.12.6 (Darwin-16.7.0-x86_64-i386-64bit 64 Bits) with an Intel HD 4000)
Didn't break out the OpenGL debug tools yet. If someone more experienced can give me some ideas I can try to figure out the exact problem or test stuff out.

Only thing I can think of that can still be broken is GLEW_ARB_ES3_compatibility being incorrectly reported as true when it is not. We could force to use the explicit path on OSX if needed.

Since there's a specific commit that introduced the regression, it's usually possible to start debugging this in a kind of mechanical way, where you break up the commit in smaller steps and narrow down exactly which part caused the issue.
The commit does a few things:

by itself is already known to be wrong, it's the combined change that needs to be debugged.What I don't understand is that the batch which is buggy (the widget base batch) is not using indexed drawing and should not be affected by glPrimitiveRestartIndex. Also there is not enough vertex inside this batch for it to be affected by the restart index.
@peter.schulman Here is a patch that disable primitive restart for drawcalls that does not use indexed rendering.
