After using the subdivide modifier on the model, the blender hangs for 2 minutes + -
With quality 3 or higher
This hang occurs in this model because of the dense mesh around - 192 vertexes, with 32 vertexes everything is fine, it was also checked in 2.7 with 192 vertexes it does not freeze

Это подвисание происходит у этой модели из за плотной сетки вокруг - 192 вертекса, при 32-х вертексов все нормально, так же проверено было в 2.7 при 192 вертексов не зависает

What is your CPU model?
Edit: I missed the test file. Indeed adding subsurf level 2 to that mesh of only 34k verts, seems to take about 1.5 minute. Strange, doing the same on a sphere with 300k verts only takes a couple of seconds.
No. 192 vertex in a circle at the 1st loop in the model. My CPU i5 4460
It seems to be caused by the n-gons at the top and bottom. Not sure if this is a bug or a limitation.
Hm after triangulation the hovering went faster

I can confirm.
In blender2.79 it was almost instantaneous.
The major cause of slowness is the
openSubdiv_createEvaluatorInternal
