Exact steps for others to reproduce the error

  1. Use the measure tool to measure for example one edge of the default cube.
  2. Now move your view in between the two points. The line should now point in the wrong direction

Here's the default file with a measurement already added:

You need to hold CTRL while placing (to toggle snapping on/off with ctrl) or enable snapping (Shift+TAB) or at the top of 3D view there is a little magnet tool you can enable and choose which elements to snap to (vertex - edge - face etc).
Either way I checked in 2.81.16 and it works now:)

Ah didn't know that you can snap. Anyways, that wasn't really my problem. Check the video I attached in the task description
