System Information
Operating system: Windows 10
Graphics card: R9 390

Blender Version
Blender 2.91

Short description of error
Blender won't start
Exact steps for others to reproduce the error
The small black terminal / console window opens, then the main window appear for Blender but goes away in a second or so. Both windows closed.
Possibilities
I think it's because of My Graphic card driver it's old and for some reasons I should stick to this old driver, is it possible to run Blender with my old driver?

I have the same problem one my Win 7 machine (ATI Radeon HD 5870), but not on my Win 10 Laptop.
The black test box opens and there is some text on screen, but it is gone too fast.

The error image looks like this:
blender 2.91 error.png

**TOP:**The terminal is black most of the time
BOTTOM: Short before it vanishes you see some text

The crash file from the path:
blender.crash.txt

@ DEV-Team: If belnder crashes it would be nice to have the box stay for a bit longer so that you can read where to find the crash log. It took quite some time for me to get the timing right so that I could take a screenshot of the text.

Regarding #83017 @EAW (sorry for replying this here, but the old report is closed. But it's a similar problem anyway)

The GPU requirements say for the minimum "Graphics card with 1 GB RAM, OpenGL 3.3". According to https://www.techpowerup.com/gpu-specs/radeon-r5-235-oem.c2502 the Radeon R5 235 should be an edge case for this: 1GB of VRAM and OpenGL 4.4 support.
Are the list "Supported Graphics Cards" maybe for GPU rendering or was it maybe updated for 2.91 (Not sure, but I don't think so)?
2.90 worked on my old system (~10 years old). On that system I'm using a Radeon HD 5870 that also has the TeraScale 2 architecture but also accoring to https://www.techpowerup.com/gpu-specs/radeon-hd-5870.c253 with 1GB of VRAM and OpenGL 4.4 support. Maybe this is also not meant to work.

However:
I have an old laptop with a Radeon HD 7970M and tested 2.91 over there. https://www.techpowerup.com/gpu-specs/radeon-hd-7970m.c388 says it's GCN 1.0 with 2GB of VRAM and OpenGL 4.6 support. The GPU side should be fine, but blender still crashes for some reason.
Crash log:
blender.crash.txt

The System requirements are a bit too fuzzy for my taste. The list of supported graphics cards needs some clarification in my opinion. If some components are below the minumim requirement blender should tell you and not just crash (eg. "Your GPU is older than my grandma! You need a new one to run this version of blender!").
Again: In my opinion the crash window should stay until you were able to read it. The image below shows the same data. The light milky cover is actually the blender window just opening. If you don't get the timing right you will not be able to ready anything! Quality bug reports will be much harder to do for the average Joe.

@COMRADEMIGMIG Your GPU is supported, it is GCN second generation. Please try to update your graphics driver (avoid version 20.11.2 though, it is known to cause issues, see #82856).

If this doesn't help, please open Blender's installation directory and double click on the blender_debug_gpu.cmd. This will start Blender in debug mode and create log files. Try to make Blender crash again. Once it crashes the Windows Explorer should open and show you up to two files, a debug log and the system information. Add them to your bug report by clicking on the upload button as shown in the screenshot below or via drag and drop. Please also upload the crash log located in C:\Users\[your username]\AppData\Local\Temp\[project name].crash.txt (or simply type %TEMP% into the path bar of the Windows Explorer).

@forceengine For the future please create a separate ticket for your issue or if this is an problem from an existing ticket, reply there.

The [minimum requirements ]] for Blender 2.8x and 2.9x state that [ https:*en.wikipedia.org/wiki/List_of_AMD_graphics_processing_units#Features_Overview | GCN first generation or later is required for running Blender.

Supported Graphics Cards

Unfortunately, this means that the AMD Radeon HD 5870 and AMD Radeon R5 235 are below the minimum requirements and we don't provide support for them. Graphics glitches and even crashes due to unpatched bugs in the graphics driver can occur on unsupported hardware. You may have to use a previous release of Blender with lower requirements.

The AMD Radeon HD 7970M is currently supported. The crash occurs in your graphics driver. Please try to update it, but do not use version 20.11.2 (see #82856) as it is known to cause issues. If this doesn't solve your problem, please create a new report though Help > Report a Bug in Blender.

For debugging purposes we have the batch scripts (see my other reply) in Blender's directory or you can start Blender from a terminal with debug flags.

@rjg: Did the minimum requirements change between 2.90.1 and 2.91 change?

It bugged me that I wasn't 100% sure that blender 2.90.1 was working on my HD 5870 system so I uninstalled 2.91 and installed 2.90.1. I tested the blend file of the 2.91 splash with 2.90.1.
Blender did open (even it was only a TeraScale 2 card) did not crash and I got a rendered image at the end.

For me that means that either the system requirements of 2.91 got changed or it's a bit buggy (from the look with AMD cards).

@forceengine The GCN first generation requirement stayed the same. Note that the hardware being unsupported doesn't necessarily mean that it won't work at all. It may work, but there is no guarantee that it does and if issues do occur we don't provide support.

@forceengine here is the link to the developer blog that details which GPUs would be supported in 2.80.
