Thanks for the report. Can not reproduce this on current master and blender-v2.93-release branch build.

Does the issue happen with any other version of blender? Please try again with factory settings (File -> Defaults -> Load Factory Settings)

May be Harley will help here if issue is specific to Windows UI.

@Alaska didn’t you have a similar issue?

I personally don't recall having this specific issue. I believe you might be referring to #89587 (Marking objects as assets makes the top bar disappear) which has a similar visual issue, but is probably unrelated to this one.

As a side note, I can not reproduce the issue reported here, although I haven't done much testing. (System information below)

Along with PratikPB2123's suggestion of loading factory settings and seeing if it helps, I would also suggest trying to update your graphics driver. This can be done by downloading the latest version from here: https://www.nvidia.com/Download/index.aspx

Thanks. I'll do more tests with factory settings and let you know. I don't know, but maybe can be connected to the fact that I included Fullscreen mode (through the maximize Windows button) as part of the Startup File?

Unfortunately I couldn't find the reason for this. If I revert to factory settings, it doesn't do that anymore, so I checked and unchecked any addon that could cause this but nothing, both Blender addons and user addons. I checked preferences, but still nothing. The only thing I know is that with the same add-ons and preferences on 3.0 this doesn't happen, so at least I hope when it comes out it won't happen anymore.

EDIT: I just downloaded the 2.93.3 LTS build, and the problem seems to be gone!

I would think it is more related to Fullscreen in the startup file than any add-ons. I also would think that this is something that is rarely done (hence not reported before), and required to duplicate the issue, which is why no one could reproduce it without the same startup file.

Glad to hear that it is no longer occurring, I’ll close this report. 🤗

@Alaska I was thinking about a different flickering issue, but the task you linked has another task mentioned that I think points to a possible cause: that offscreen rendering of previews isn’t thread safe, and can cause glitches.

#83896 (Avoid graphical glitches during threaded preview generation)

Sorry to bother, but the problem happened again, with the difference that now I could pinpoint EXACTLY what causes this bug: The bug is not related to Blender being in Fullscreen or not, but it's related to hiding the Status Bar. I never use it, so my startup file has the Status Bar hidden down, and that is what causes the bug when importing something with the file browser, if the status bar is not hidden, the bug doesn't occur. Funny thing is, trying the latest 3.0 build, the bug occurs not when importing, but when deleting something that was imported externally. I'll change the description, can someone change the status of this please? Thanks!
