Short description of error
In the compositor, when using a Scale node with a value of < 1.0 after a Translate node with wrapping enabled, a strange pattern can be sometimes seen in the final render (sort of like Z-fighting). Also, re-rendering with the same settings doesn't always yield the same results with this setup.
Changing the chunksize to anything other than 256 seems to fix this for me.
Exact steps for others to reproduce the error
I've created and attached a .blend file that has the compositor setup in the right way to display this bug. So all that's required is to render the scene - possibly refreshing the compositor a few times as the bug doesn't always occur.

Changed status from 'Needs Triage' to: 'Confirmed'
Can confirm.

Also note that the experimental Full Frame Compositor does not support wrapping at all it seems.
This might be expected (this is explicitly checked in code), just noting that whenever we switch to it, wrapping should go as well

Can still repro in 3.5-release
I can't reproduce this in Fullframe and GPU compositors. So I don't think we should spend time on this since the plan is to have the fullframe compositor ready for the next release.
Since this is a problem only in the Tiled compositor, this is fixed by
