This has been reported previously. see: #97931 (Rotation problem with Rotation tool Blender v3 and above)
Updating your GPU driver will solve the issue: https://docs.blender.org/manual/en/dev/troubleshooting/gpu/windows/intel.html
Closing this as duplicate. Feel free to comment if problem remains with newer drivers
