Germano Cavalcante db748eb9a5 Transform: Always allow navigation with Transform 
This PR is a step towards applying the changes suggested in #108669.

**The change is:**
- Navigation while transforming is now always enabled.

**How to test:**
- Press `G`, `R` or `S` to move, rotate or scale an object. Mouse Scroll to Zoom

Note that this update modifies the default keymap.
To change the Proportional Edit area, you now need to press Alt and scroll with the mouse.
