Jonas Holzman 6bd8507739 Fix a small splash screen UI regression in #112644 
The Recent File list got abstracted in `uiTemplateRecentFiles` in
#112644, which caused the "Clear Recent Files List" button to show
in the splash screen, whereas it should only be shown in the
`File > Open Recent` menu
