Short description of error
After hitting Ctrl + S the pie menu is not displayed.
After hitting Ctrl + S + drag the menu is not displayed for enough time for the user to read and understand the options without reading the manual. This makes the file pie menu completely useless and not functional.

@silex if you keep holding Ctrl + S after Ctrl + S + Drag it keeps showing the menu and you will be able to do what you want!

What Ayoub said should help, otherwise let us know. All you have to do is not drag your mouse across the whole screen, just hold the key combo and drag a little. You can also disable distance-based activation in the preferences, under "Confirm Threshold" (0=off)
