I wasn't able to reproduce this with recent build. Can you clarify steps or share .blend file?

@iss do you have grease pencil 3.0 enabled un experimental settings?

@PratikPB2123 the problem is also with Cycles. Only Workbench shows GP under these conditions. Not the case with 4.1
