download mirror for South Africa is too slow .. again #104114

Hi All

I reported this issue two years ago and someone did something about it back then , i will link to the issue below. The problem is that this is once again an issue. So just heading to the blender domain and clicking to download , i get a horribly slow mirror, as in it wants to take over an hour to download. If I cancel that download and click to download manually and just select the first USA mirror from the mirrors provided ( berkley ) then it downloads in 1 minute.

So based on the fact of this issue having happened once before , please review your methologies of how you are choosing the default mirrors. I dont know how that process works but it is obviously flawed. I presume you are assuming the closest mirror is optimal? who is testing these mirrors ? anyway , not an issue for me because I know to cancel the download and select another mirror but for beginners in computers and CG , they wont know any better and will just suffer the long download time.

Hi! Based on the previous report, South Africa was using a mirror from China which is not always enabled because it takes some time to sync with the rest.

I've changed it to use Berkeley instead. Please confirm if this fixes it?
