Oleg Komarov e8d7312052 Support for platforms and wheels (#131)

This PR adds manifest fields `platforms` and  `wheels`.

Platforms are validated against a list of slugs configured via admin,
a new `platform` GET parameter is supported in `/api/v1/extensions`,
 and `platforms` field is added to items in the api response (when defined).

Wheels paths presence in the zip archive is validated.
