I'm unable to reproduce the issue in Blender 4.0. Can we confirm this is still an issue? Pretty sure this was fixed as a part of 4268ac0ed9

FIX #110946: vgroup normalize all check if armature is deforming before normalizing

Looks like the git diff origin/blender-v4.0-release was a lie after the first rebasing... Sorry for cluttering up the PR 😅
