The status of this issue here is set to "BUG", so I assume, it is an behavior, that is not intented to be that way. Could anybody responsible reply to this please?

Outliner: Sorting not working for some types in Scene display mode

Thanks for taking a look! Like I said, if you heavily rely on "View Layers" to organize your scene, sorting alphabetically is some kind of crucial.
