amdgpu-install --usecase=workstation --vulkan=pro finally solved my issue. Without "pro", it was still the same.

After disabling internal graphics in bios, now I can render with EEVEE.

One more detail: rendering Grease Pencil or empty scene is ok. Probably because it doesn't render shadows.
