I have gone ahead and made a commit cc743542ef integrating your feedback/changes. Below find my response to each comment.

This needs to be more clearly separated into User and TD sections.
When is the user supposed to do which of these things? What's the scenario?
How far do they go before sending info the the TD to take over?

I have moved the entire page to the TD Section as none of this information should be consumed by regular users. I have also added an info box at the top of the page explaining this fact.
