X-Ray Option (for Skeletons) has no effect, if Toggled while on Pose, and if the Armature (Properties Editor > Object Tab > Viewport Display Panel >) is Display As: Solid/Textured

I believe this is normal behavior.

X-Ray in pose mode is something similar to In Front checkbox. If your armature already have that checked then it will appear as if (almost) nothing happened.
