I just followed your advice

Re-install blender with the latest RC.

It was just a bad install.

I was using Blender-Launcher-V2 to get the builds. https://github.com/Victor-IX/Blender-Launc…

You are right!

This looks like a corrupted Blender install

from _bpy_internal.extensions.wheel_manager import apply_action Results in the same issue.

Please resolve this issue

Can not extract contents of a Extension with the default Unzip utility on Windows 10/11

Could this be connected to the batch migration that was done on these add-ons?

Blender 4.1 templates_py/builtin_keyingset.py contains outdated refrence to "layers" from Blender 2.7x

Also a TypeError is thrown if you try to animate with the "Hello World KeyingSet" Keying Set selected:
