Regression in Menu Items theming in Blender 4.0.0 Beta #113221

Short description of error
Something goes utterly wrong in Blender 4.0.0 Beta and several Alpha editions before that, regarding the Menu Items theming.

Exact steps for others to reproduce the error
In Blender 3.6.x when we want to change the "Menu Item" to another color for our hovering mouse in the menu bar its items, go the right color of the "Selected" tag in the "Menu Item", in the "User Interface" section of the "Themes" panel, changed to #ddb527 as seen in screendump #2, the result can be seen in screendump #3.

When doing the same in Blender 4.0.0 Beta (and some Alphas before that) performing the same changes from screendump #2, leaves the menu items that we hover the mouse over a grey color. See screendump #6

Only when we set the "Inner" tag to the same #dd5b27 color do we get an attempt at our set color (screendump #7), however it becomes strongly washed out. And the menu items that are considered greyed out (for example in the screendumps the "Redo" item...) become our modified color as well (screendump #8), where they were a grey version in Blender 3.6.x.

All of this with fresh installed Blender applications and their preference files completely removed.

In 4.0, selected widget color now adjusts the color of active/selected item
Hover color will be adjusted in #112122, #113009
And color of disabled item will be fixed with #113022
Closing since we already have bug reports for them.
