Although AMD + intel reports are rare in the report #72098 (Crash on startup with 2.82 and Intel HD + Windows), you might want to give the suggestions/ workarounds given there a try.
Also, see https://docs.blender.org/manual/en/dev/troubleshooting/gpu/windows/amd.html#laptops
Let us know what you tried and if it worked.

@AlexSanLyra , Can you please mention your current graphics driver version. I have the similar issue with version
17.12
then updating the driver fixes for meI just read your email: [developer.blender.org] [Created] #87062: Startup crash
So, I discovered the problem was indeed on my end... for some reason my GPU is heating up and causing system crashes, even though I have 4 fans installed to cool it down... anyway, each time the PC crashes, the GPU is deactivated. I have to go and reactivate it manually. I have a 2 screens set up and for some reason one only works through the Intel CPU and the other, my wacom, only works on the Radeon GPU. The whole thing seem to be a mess and the PC keeps having issues left and right.
Sorry, for the all the trouble, but as it turned out it had nothing to do with blender. Everything works fine once I reactivate the GPU.
I updated the driver to the latest version last week, but as I said, that wasn't the issue. Sorry for the trouble.

thanks for reporting back.
Sure thing.
