Fixes 106239Vertex positions and faces aren't changed, so most caches shouldn't need to be tagged.

The result seems right, but I don't think the update tag is correct, because the positions actually didn't change. There should be an update tag that tags the relevant data as dirty, or maybe a new one is necessary.

However, if you'd like, this patch could be changed to something like "Mesh: Use more efficient update tag when flipping faces" since
BKE_mesh_tag_topology_changed
makes some unnecessary changes. Otherwise, feel free to close the patch and we can get to that later. Thanks for looking into this either way.4b55fc834e
